Anne Heinze Silvis is an
Extension Specialist in Program Development for University
of Illinois Extension and is Director
of the Laboratory for Community and Economic Development, Department of Human
and Community Development at the University
of Illinois at
Urbana-Champaign. Anne serves on
the Community and Economic Development Team for University of Illinois
Extension. Her work focuses on topics
including leadership development, community leadership, sustainable
agriculture, and telecommunications and access in rural areas.
In the Laboratory for
Community and Economic Development, Anne has developed initiatives in creating
leadership development programs for citizen leaders and technical assistance
providers, through a project funded by the W.K. Kellogg Foundation and the
Office of Research, College
of Agricultural, Consumer
and Environmental Sciences (ACES). The program provides processes and
materials for learners to develop skills in leadership, creating information
foundations for development decisions, managing conflict, and planning and
managing change and development.
Anne chairs the planning committee
and hosts the annual Illinois
conference for community leadership; and directs funded projects in leadership
development, community planning and sustainable agriculture. Anne is a member of the project team
which conducted the five-year strategic plan for economic development for the
Illinois Department of Commerce and Economic Opportunity. Anne is a
graduate of the University of Wisconsin at Madison
and earned an MBA from the College of Commerce at the University of Illinois. Anne serves as Vice-Chair of Rural
Partners, the Illinois Rural Development Council, and serves on the Advisory
Board for the Peace Corps Fellows Program at Western Illinois
University. Anne is a member of various committees
and task forces for ACES, University
of Illinois Extension, and the State
of Illinois.
The Laboratory for Community and Economic Development (LCED) was created
to support community and economic development efforts of local residents, their
governments and representatives.
The Laboratory provides information and educational programs, and
conducts research on economic and social issues that are relevant to
communities and community leaders.
The Laboratory partners with University of Illinois Extension Educators
who work in communities; County Directors who plan for and administer
educational programming of the University of Illinois; state agency staff
working in community and economic development; community leaders and local
organization leaders; and community and economic development professionals in the
region and the nation.
